Matthew Nelson contributes to the continuous development and improvement of NCSL's website and digital presence. Nelson comes to NCSL with nearly 20 years of experience developing websites, software and digital strategies across numerous industries, most recently with a nonpartisan, pro-democracy data and research firm. A graduate of Indiana University Kokomo, Nelson holds certifications in front-end web development, SEO and web analytics.

Mick Bullock is NCSL’s public affairs director. Based in the Washington, D.C., office, Bullock has nearly 20 years of communications experience and is responsible for NCSL’s digital media, podcast, media relations and member outreach. Previously, Bullock worked as communications director for Mississippi Gov. Phil Bryant. He is president-elect of the National Association of Government Communicators. Bullock received his bachelor’s in communications from the University of Southern Mississippi and his MSM from Belhaven College.

As a design specialist, Rachel Macias supports the associate director of design in designing reports, event collateral and social media graphics. Prior to joining NCSL, Macias worked for the bipartisan nonprofit Education Commission of the States as a graphic designer. She takes great pride in designing for nonprofits to create policy-based solutions. 

As associate director for design, Steve Miller leads design for NCSL, including reports, State Legislatures Magazine, graphics and marketing. Miller has 20 years of experience in journalism, where he earned numerous awards in editorial and advertising design. He also has led design efforts in the corporate world and academia. His varied experience has instilled an appreciation of, and dedication to, the importance of an informed society to democracy. He is proud to be part of working to strengthen state legislatures through the research, information and training that NCSL provides.

As the state outreach manager, Sydne Enlund works as a liaison to a handful of states and partners with NCSL’s communications team on outreach and engagement with all state legislatures. Previously, Enlund worked for the Colorado General Assembly as a policy analyst and for the Energy and Commerce Committee in the U.S. House of Representatives. She truly enjoys working with legislators and legislative staff across the country to achieve NCSL’s mission.

As associate director, Uyen Vong supports the NCSL Public Affairs team, including oversight of media relations, social media and other digital platforms. Prior to joining NCSL, Vong worked in state and local government and most recently served as the community affairs specialist for the governor of Hawaii. Vong is dedicated to elevating the voice of the people by strengthening the legislative institution in the nation’s capitols.
