Angela Andrews is the senior professional development partner with NCSL’s Legislative Training Institute, where she designs and delivers soft skill trainings to legislators and staff. Previously, she oversaw the Legislative Staff Management Institute (LSMI), the Legislative Staff Certificate Program and other professional development programs. She has worked in or for legislatures for almost 20 years. Before joining NCSL in 2008, Andrews was a legislative aide in the Massachusetts House of Representatives and in the U.S. Senate. She received her master’s in public administration from Suffolk University in Boston and earned a training and facilitation certificate from the Association for Talent Development.

Curt Stedron is the director of the NCSL Legislative Training Institute. Previously, he was an award-winning educator for more than 20 years. He is a graduate of West Point.

As a training specialist, Jessica Hoffman helps to design and deliver custom training on a wide range of topics and skills. Hoffman has 13 years of experience in education, working with AmeriCorps, public schools and higher education programs. She is dedicated to providing high-quality professional development to legislators, legislative leaders and legislative staff.

John Mahoney manages NCSL’s Institute for International Cooperation. Prior to this role, he served NCSL’s Center for Legislative Strengthening as a senior policy specialist. With significant international experience, Mahoney relishes the opportunity to build enduring relationships between NCSL members and their counterparts abroad. 

Mark Quiner is an experienced group facilitator with over 40 years of experience. He currently serves as director of NCSL’s Center for Ethics in Government, whose mission is to restore trust and confidence in representative government by promoting responsible behavior in legislatures and educating the public on the importance of the legislative process. Previously, Quiner was the acting director of the Wyoming Legislative Service Office, where he served for 26 years. Following law school at the University of Wyoming, he worked for Wyoming Supreme Court Chief Justice C. Stuart Brown, then served as the state’s assistant attorney general. Quiner is the father of one grown son and two grandsons.

Sarah Altshuler is a program coordinator supporting the State Services Division, as well as the Leaders and International programs. Previously, Altshuler was lead intern with U.S. Sen. Michael Bennet’s Denver office, where she oversaw and trained new interns, supported Colorado constituents and supported full-time staff with constituent advocacy work. She studied political science, philosophy, and communication at the University of Colorado-Boulder and graduated summa cum laude. 

Taylor Huhn works in the NCSL Leaders’ Center. Huhn comes to NCSL with several years of experience as a congressional staffer and federal lobbyist. He attended the University of Kansas, where he earned a bachelor’s in political science.
