As a senior program coordinator in NCSL’s Foundation for State Legislatures, Elizabeth Johnston provides overall development support. With a strong foundation in public service, Johnston spent two years with the Meals on Wheels program and served as a team leader for the AmeriCorps National Civilian Community Corps. She earned a bachelor’s in global studies and political science and is committed to servant leadership and strengthening our democratic institutions.

Emily Peterson joins the NCSL Foundation as a development specialist, supporting efforts to promote NCSL’s work from the Denver office. She comes to NCSL with experience in higher education development and holds a master’s degree in public affairs with a concentration in nonprofit management. She recently had an article published on human research management in the nonprofit sector. 

Jacquelyn Bayard supports the work of the NCSL Foundation as a senior program coordinator. Previously, Bayard managed multiple teams and projects for several of Colorado’s government institutions, including the state legislature, Arapahoe County and the city of Aurora. She earned her bachelor’s degree in political science with a focus on public policy at the University of Colorado-Boulder, and she is dedicated to NCSL’s mission.

As manager of advertising/sales on the NCSL Foundation team, Janet Berlo-McCluskey focuses on creating opportunities for organizations to interact with our members through advertising, exhibit space and event sponsorships. Berlo-McCluskey comes to NCSL with more than 20 years of experience developing sales and marketing solutions for customers in varied business sectors to connect with an audience and achieve results. She earned an M.A. in management from Webster University and a B.A. in English from Santa Clara University. 

Jon Jukuri serves as a development manager of NCSL’s Foundation for State Legislatures, working out of the Washington, D.C., office. He also serves as NCSL’s liaison to the Virginia General Assembly, and previously worked on Capitol Hill in the U.S. Senate and House. For over a decade, he also worked as a senior legislative director and advisor in NCSL’s State-Federal Government Relations office.  Throughout this role, he was appointed to serve on the Intergovernmental Policy Advisory Committee at the U.S. Trade Representative’s Office. He received his master’s degree from the United States Naval War College and a bachelor’s degree from the University of Minnesota Duluth.
