As the program coordinator for the Employment, Labor and Retirement Program, Alicia Natwick supports planning, communication, budget, tracking and operations initiatives. Natwick comes to NCSL with 12 years of experience as a U.S. Army logistics officer and training subject matter expert. She earned a graduate degree from CU Boulder and was featured as a presenter at the Colorado Outdoor Recreation Conference in 2018 for her work in outdoor recreation ethics. 

As a policy specialist, Angela Rowe focuses on pensions, retirement and public sector employment issues. Previously, Rowe worked at the Colorado House of Representatives and state Senate. She earned a B.A. in international studies from Portland State University and received master’s degrees in social work and international human rights from the University of Denver.

As a policy associate, Annie Miller supports the Employment, Labor and Retirement Program by contributing to research on workforce development and occupational licensing policy. Prior to joining NCSL, Miller served the City and County of Denver in the Department of Housing Stability. Miller recently obtained a Master of Public Policy degree from the University of Denver's Josef Korbel School of International Studies. She enjoys conducting bipartisan research to support and uphold the integrity of state legislatures.

As a policy associate with the Employment, Labor and Retirement Program, Glenn Jacoby focuses on disability employment policy and workplace harassment and discrimination. Previously, she worked as a youth vote coordinator for New Era Colorado during the 2020 election cycle. She attended the University of Georgia where she earned a B.A. in history and is currently a student in the Master of Public Administration program at the University of Colorado Denver. 

In his role as a policy analyst, Landon Jacquinot researches state policy on minimum wage, occupational licensing, and workforce development. Jacquinot comes to NCSL with experience working with and around state legislatures as a policy and administrative manager for a hydrogen trade association. He is steadfast in his support for state-level institutions and is happy to be working for an organization with a similar mission.

As a project manager with the Employment, Labor and Retirement Program, Marilyn Villalobos focuses on disability employment policy. She also serves as the New Mexico state liaison. Previously, Villalobos worked for the Colorado Department of Higher Education. She has a bachelor’s degree in international affairs and psychology, and a master's degree in education policy and practice from the University of Colorado-Boulder. 

Suzanne Hultin is the director of NCSL's Employment, Labor & Retirement ProgramL. In this role, she oversees issues around employment, occupational licensing and workforce development. Prior to joining NCSL in 2013, she served as deputy chief of staff for two Colorado lieutenant governors, where she worked on issues ranging from early childhood education to higher education and workforce development. She received her bachelor’s degree in political science and journalism from the University of Washington and her master’s degree in public policy from the University of Denver.

As a senior policy specialist in the Employment, Labor and Retirement Program, Zaakary Barnes researches state policies on collective bargaining, unemployment insurance and occupational licensing. Barnes comes to NCSL with experience working on state and federal labor issues, having previously served as a labor policy legislative assistant in the U.S. House of Representatives. He studied political science at Iowa State University before earning a master’s degree in communication at Drake University.
