Every six to seven years, NCSL conducts a census of legislative staff to learn about the number of staff employed in every state legislature. The first legislative staff census was conducted in 1979 and the most recent one was in 2021.
Today, more than 33,000 legislative staff work in the state legislatures of the United States and its territories. Staff sizes grew through the 1980s and 1990s, but reported levels have decreased since the early 2000s.
