William Pound, NCSL’s Executive Director, is the nation’s foremost expert on state legislatures and the policies they debate. Having served as NCSL’s director for the last 20 years, he has unique insight to the political and practical makeup of America’s legislatures. He speaks often to national groups on state legislatures and is frequently quoted by the national media on policy issues.
Carl Tubbesing, NCSL’s Deputy Executive Director, manages NCSL’s lobbying efforts in Washington, D.C. With two decades of working directly with Congress and the White House on state-federal issues, his hands-on, matchless experience provides an intimate perspective on the growing tension between the states and the federal government.
Ron Snell, Director of NCSL’s State Services Division, is an expert on state fiscal issues. A noted author and speaker on state budget and pension issues, he manages NCSL programs that help legislatures with their efficiency and effectiveness. He oversees NCSL’s 11 Standing Committees that develop the organization’s policy positions.
Larry Morandi, Director of NCSL’s State Policy Research Division, has more than a quarter century of experience working on key public policy issues, with an emphasis on environment and energy. He manages several of NCSL’s issue programs, including health, children and families, education, transportation and criminal justice.
