New Tasks for States

State and federal reforms adopting time limits and work participation requirements have started the transformation to a work-based welfare system. States must now turn to the second generation of welfare reform issues:

• Finding and creating entry-level jobs for recipients.
• Expanding programs to prepare welfare recipients for work.
• Locating and financing child care slots for working welfare families.
• Developing assistance programs and welfare services to help children in families that fail to meet the new requirements or whose time limits expire.
