Description of State Leaver Studies
Courtney Harrison, Jack Tweedie and Andrea Wilkins
June 2002
Between 1997 and 2001, at least 33 states released studies that examined the outcomes of welfare reform. Commonly referred to as "leaver studies," this body of research draws on administrative data and/or surveys of former welfare recipients. The Description of State Leaver Studies policy brief provides an overview of study methods and state-specific research sources. The goal of this policy brief is to help state policymakers better understand how states conducted their post-TANF studies. Further insight into the issues facing former welfare recipients can be obtained through the following NCSL publications, Employment Experiences of Former TANF Recipients, Child Care Experiences of Former TANF Recipients, Time-Limited TANF Recipients, and Use of Non-Cash Supports by former TANF Recipients.
