2008 EITC Legislation

These bills have been introduced during the 2008 legislative session and relate to the Earned Income Tax Credit, one of the most significant anti-poverty strategies in the nation.

Virginia House Bill 284; Senate Bill 14 1/9/08 Requires employers to provide oral notice to employees that they may be eligible for the earned income tax credit and to post any notice that may be provided by the state for all employees; establishes a fine for non-compliance. Referred to Commerce and Labor; Health, Welfare & Institutions
New Jersey Assembly Bill 1747 1/8/08 Provides for an annual inflation adjustment to the income eligibility limit under the state earned income tax credit.  Referred to Appropriations Committee

House Bill 2379; Senate Bill 2240

 

1/23/08 Creates a refundable state earned income tax credit for individual taxpayers' which is equal to 20 percent of the federal earned income tax credit. Referred to House Committee on Human Services and Housing; Referred to Senate Committee on Economic Development and Taxation
Hawaii House Bill 2654 1/18/08 Provides for a state earned income tax credit. Referred to House Committee on Finance
Hawaii Senate Bill 3251 1/25/08 Establishes a state earned income tax credit. Referred to Senate Committee on Ways and Means
Mississippi House Bill 211 1/24/08 Provides for a credit for taxpayers allowed to claim federal earned income tax credit.  Referred to House Committee on Ways and Means
Washington House Bill 3234; Senate Bill 6809 1/25/08 Provides a tax exemption for working families measured by the federal earned income tax credit; declares the intent to provide a sales and use tax exemption, in the form of a remittance, to lower-income working families in Washington. Passed House (3/6/08); Passed Senate (3/13/08); Sent to Governor
West Virginia House Bill 4116 1/21/08 Providding low income workers with a refundable state tax credit based on the federal earned income tax credits. Referred to House Committee on Finance
Kentucky House Bill 592 2/20/08 Creades an earned income tax credit; creates a work opportunity tax credit; recognizes the new credits. Referred to House Committee on Rules (3/7/08)
Connecticut House Bill 5245; Senate Bill 163 2/14/08  Provides persons who qualify for and claim the federal earned income tax credit, a credit equal to twenty percent of their federal credit for the same income year. Referred to Joint Committee on Finance, Revenue and Bonding
Connecticut House Bill 5840 3/3/08 Concerns public education for the earned income tax credit; ensure that state residents are informed about the federal earned income tax credit. Referred to Joint Committee on Appropriations
Iowa Senate Study Bill 3275 3/6/08 Provides information to certain persons about the availability of Volunteer Income Tax Assistance Programgs and the federal and state earned income tax credit. Referred to Senate Committee on Ways and Means
Mississippi House Bill 1629 3/4/08 Provides a credit for taxpayers allowed to claim federal earned income tax credit. Referred to House Committee on Ways and Means
Colorado House Bill 1362 3/13/08 Allows the earned income tax credit against state income taxes in income tax years 2008 and 2009; creates the earned income tax credit fund in the state treasury; allocates a portion of recenues from the unemployment insurance surcharge tax that would otherwise go to the unemployment compensation fund to the earned income tax credit fund. Referred to House Committee on Finance
