TANF Reauthorization in 108th Congress. The 107th Congress did not complete welfare reform reauthorization last year and left the issue for the 108th Congress. NCSL has received many questions from state legislators and staff about funding and potential policy changes concerning the Temporary Assistance to Needy Families Block Grant (TANF), Child Care, TANF supplemental grants, and related programs.

TANF Program Extended through March 31, 2005. Congress passes eighth extension of TANF, leaving reauthorization for the next Congress.

All States Get Child Support BonusesAll states got federal child support enforcement incentive funds. 14 states also received notice of financial penalties for noncompliance, including a potential loss of TANF funds.

Action Alert !  CARE Act Moves to Senate Floor - The Charity Aid, Recovery and Empowerment (CARE) Act of 2003. S. 272, as reported from the Finance Committee, was introduced by Senators Rick Santorum (R, PA) and Joe Lieberman (D, CT).

HHS Release LIHEAP Funds - HHS released home energy assistance funds to the states on February 4, including $99.4 million in emergency funds.
