NCSL Summary of the Medicare Modernization Act of 2003

With the enactment of the Medicare Prescription Drug, Improvement
and Modernization Act of 2003 (MMA) a new Medicare Part D was
created to establish a voluntary outpatient prescription drug benefit
begining January 1, 2006. The following is a link to a 88 page pdf
document summarizing the MMA prepared by NCSL Federal Affairs

Title I and Title II will be updated in the near future to reflect the
provisions in the final regulations which have recently been released
and appear in the Federal Register as of Friday January 28, 2005. A
copy may also be obtained on the CMS website (1162 pages for
Medicare Part D and almost 500 pages for Medicare Advantage).
