Report from the Pew Center on the States: The Widening Gap Update

Speakers:

Ron Snell, Senior Fellow, State Services Division, National Conference of State Legislatures

Ron Snell is a senior fellow at NCSL who focuses on pensions and retirement issues. His principal responsibility is to track state legislation on pension and retirement issues and to report findings to state legislatures. His other issue areas have included state tax policy and state budget procedures and policy. Snell has published numerous articles and papers on state fiscal affairs, budget processes in state legislatures and state pensions and retirement policy.

Before coming to NCSL in 1988 as director of the Fiscal Affairs Program in Denver, he had taught at the University of Oklahoma and San Diego State University, and subsequently was a member of the Fiscal Staff for the Oklahoma House of Representatives. From 2006 through 2010, he was director of the State Services Division at NCSL, coordinating NCSL’s programs in fiscal affairs, legislative management, and legislative information services.

David Draine, Senior Researcher, Pew Center on the States

David Draine is a senior researcher at the Pew Center on the States. He serves as a principal investigator and methodologist on Pew’s research agenda on state fiscal health, economic competitiveness, and other state policy issues, particularly in the area of state budgets and fiscal health.

Draine has been a lead researcher on a number of groundbreaking studies looking at state-run public employee retirement systems. Pew’s work in this area has been cited widely in national media, as well as state and local print and broadcast outlets.

In addition to his expertise on public sector retirement benefits, Draine has conducted research and analysis across the 50 states that inform state policy decisions on a wide range of issues, including state transportation investments, state revenue systems, economic development, and mortgage lending.

He holds a bachelor of arts in history from Princeton University and a master of arts in public policy from Johns Hopkins University.

Luke Martel, Policy Specialist, Fiscal Affairs Program, National Conference of State Legislatures

Luke Martel is a Policy Specialist in the Fiscal Affairs Program at the National Conference of State Legislatures in Denver, Colorado. He has been with NCSL since 2007, and his present work focuses on state budget and tax policy as well as state economic development initiatives. In his work at NCSL, he provides information to legislators, legislative staff, and members of the media, and testifies before legislative committees. Prior to joining NCSL, Luke served as a legislative aide in the Texas House of Representatives. He is licensed to practice law in Colorado.
