New EBT Mandate in TANF Extension
On February 22, the President signed P.L. 112-96, the “Middle Class Tax Relief and Job Creation Act of 2012.” Included in this law was an extension of the Temporary Assistance for Needy Families (TANF) block grant, with policy changes and a new penalty for states. The TANF block grant, which includes the Contingency Fund, is extended through September 30, 2012. The TANF Supplemental Grants were not provided for in this legislation. More

New Performance Measures for SSBG
On February 23, the U.S. Department of Health and Human Services (HHS) released an information memorandum establishing a new performance measure for the Social Services Block Grant (SSBG, Title XX). SSBG, often referred to as the “original block grant” is a flexible grant to states, which is used to fund programs ranging from adult protective services to child care for Temporary Assistance for Needy Families (TANF) recipients. NCSL's Summary of the "Child Welfare Improvement and Innovation Act"
On September 12, 2011, the U.S. Senate and House introduced legislation that would renew and extend the U.S. Deprtarment of Health and Human Services ability to grant Title IV-E child welfare waivers to states. The legislation would reauthorize the Promoting Safe and Stable Families through 2016 as well. More

NCSL's Summary of President Obama's FY13 Human Services and Immigration Budget Proposal
On February 13, 2012, President Obama released his budget proposal for FY2013. This is the first step in the budget process for the federal fiscal year that begins on October 1, 2012. Differing from past years, the Senate is using last year’s Budget Control Act of 2011 (P.L.111-28) for appropriations targets while the House leadership will be using a budget resolution that is then used to guide the process of appropriations legislation for FY2013. New Rules Allow Integration of Human Services and Health Eligibility Systems
On August 10, the U.S. Departments of Agriculture and Health and Human Services issued a joint letter allowing for states to integrate human services and health eligibility systems. The letter from HHS and USDA would allow states, at their discretion, to integrate human service program eligibility determination functions in the creation of the Exchanges and overhaul of Medicaid eligibility.
