Surface Transportation Reauthorization Working Group

Mission Statement and Summary

In anticipation of the 2009 expiration of the Safe, Accountable, Flexible, Efficient Transportation Equity Act:  A Legacy for Users (SAFETEA-LU) authorizing legislation, the National Conference of State Legislatures is launching a Surface Transportation Reauthorization Working Group.  This Working Group will be a bipartisan and nationally representative subset of the NCSL Standing Committee on Transportation, with both legislator and legislative staff members, and will be charged with:

  1. Studying specific issues related to SAFETEA-LU expiration and state interests in reauthorization;
  2. Reviewing and revising NCSL’s policy on Surface Transportation;
  3. Reporting the revised policy resolution to the Transportation Committee for consideration by the 2008 Annual Meeting; and
  4. Developing and implementing NCSL’s lobbying strategy relative to reauthorization.

The Working Group’s officers are:

      Chair:  Senator Bruce Starr, Oregon
      Vice Chair:  Senator Mary Margaret Haugen, Washington
      Staff Chair:  Hal Greer, Division Chief & Legal Advisor, Joint Legislative Audit and Review Commission, Virginia

The Working Group will conduct it’s business virtually, in conjunction with NCSL regularly scheduled meetings, and as deemed necessary by the Officers.

The Working Group's Members are:

Senator Steven Baddour, Massachusetts
Mike Groesch, Coordinator, Senate Transportation Committee, Washington
Assemblymember Betty Karnette, California
Representative Phillip Pinion, Tennessee
