The Traffic Safety and Public Health Seminar will bring together the state legislators responsible for transportation and health issues in their respective states. The seminar will provide information regarding key traffic safety issues as they relate to public health. Policy experts in the fields of traffic safety, public health and injury prevention will be invited to address the seminar. Coordination of Human Services Transportation CC--Room 102
Various federal, state and local efforts are underway to improve the coordination of transportation resources that benefit users of various human services. Budget constraints are forcing states to consider better coordination in the use of extensive but separate transportation networks provided by dozens of federal, state and local agencies. This presentation will summarize the findings of a new NCSL report entitled A Legislator’s Guide to Coordinated Human Service Transportation and highlight other transportation coordination efforts.

Federal Standards for Driver's Licenses: New Reality or National ID? CC--Rooms 105/106
Joint with Human Services Committee and Law and Criminal Justice Committee
In response to the 9/11 Commission Report, the U.S. House and Senate have passed separate intelligence reform bills that include minimum standards for state driver’s licenses and other records. Although states have made great strides to improve driver's license security in recent years, some see federal action as the only way to ensure the integrity of driver's license issuance and verification. Others, however, see the national standards as an unwelcome federal encroachment, a massive unfunded mandate, and the first step toward creating a national ID card.

Prospects for Rail Infrastructure Development CC--Room 205
Passenger rail issues, including the prospect of higher-speed passenger rail corridor development, have traditionally dominated discussions of increased public investment in rail. New developments, however, have advanced the potential for public investment in freight rail facilities. This session will cover recent Congressional and rail industry actions in this area, including homeland security, and explore how this evolving policy environment might facilitate funding of new rail infrastructure, both freight and passenger.
