Working to "make government make sense" has been Senator Debra Bowen's aim ever since she was first elected to the Legislature in 1992. After serving in the Assembly for six years, Senator Bowen was elected to the California State Senate in November 1998. During her time in office, Senator Bowen has focused her attention on opening government to the people, protecting the environment, overhauling California's dysfunctional electricity market, and protecting consumers. She sponsored landmark legislation to unlock the Legislature's computer files, giving computer users instant access to information about bills, committee analyses and legislators' voting records via the Internet. She also authored the California Digital Signature Act, and her "anti-spam" legislation gives consumers and businesses the ability to guard against unsolicited email.  Senator Bowen has written numerous laws to prevent identity theft, including SB 168, a first-in-the-nation law giving people the right to freeze access to their credit reports and preventing businesses from using Social Security numbers as public identifiers.  Senator Bowen also introduced privacy legislation to stop secret monitoring of employee email and Internet use.  In 2004, Senator Bowen authored SB 1834 to prevent businesses from using radio frequency identification (RFID) tags attached to consumer products or an RFID reader to gather, store, use, or share information that could be used to identify an individual unless the entity complies with certain conditions.  In 2005, Senator Bowen introduced SB 852 to expand California’s security breach notification law, SB 13, to protect personal information held in state agency databases, and SB 1016 to protect voters’ privacy.  Senator Bowen was chairwoman of the Senate Energy, Utilities & Communications Committee from 1999 to 2004, and is currently serving as chairwoman of the Senate Elections, Reapportionment & Constitutional Amendments Committee.  Senator Bowen serves on the Appropriations, Energy, Utilities & Communications, Government Modernization, Efficiency & Accountability, Natural Resources & Water, Revenue & Taxation, and Rules committees.  She graduated from Michigan State University and earned her law degree from the University of Virginia.

Ronni Burns is a Senior Vice President and the Director of Business Practices for Citi Cards.  She is the liaison between Government Relations and Citi Cards and currently serves as spokesperson for the Identity Theft Solutions initiative.  Formerly, Ms. Burns was the Director of Sales Strategy for Citi Cards with responsibility for all areas relating to the customer experience.  In prior positions at Citibank, Ms. Burns was the Director of Investor Education, Global Public Relations, the Director of the San Antonio and South Dakota Telemarketing Centers, and the Director of National Sales Development and Director of Training for Citicorp Investment Services.  In addition to her experience at Citi, Ms. Burns was responsible for marketing and wholesaling limited partnerships for a sister Citigroup company, Salomon Smith Barney.  She also has been a consultant to many financial services organizations such as Merrill Lynch, PaineWebber, Raymond James, Fidelity and AG Edwards.  She taught communications in the Executive Education Programs at the Wharton School and is currently an adjunct professor at the University of Maryland Robert H. Smith School of Business.  She is the author of,  “Communication Essentials, A Sell-abration.”  Ms. Burns is a former Trustee of the SII/SIA (Securities Industry Association). Ms. Burns holds Bachelor and Masters degrees from the University of Pennsylvania and a Masters degree from the University of Connecticut in Communication Science.

Wayne Harper serves as Speaker Pro-Tempore of the Utah House of Representatives.  He is Chair of the House Revenue and Taxation Standing Committee and is a member of the Capital Facilities and Administrative Services Appropriations Subcommittee and the House Law Enforcement and Criminal Justice Committee.  He also serves on the Utah State Capitol Preservation Board and the Utah State Historical Records Advisory Board.  He also is a member of the Streamlined Sales Tax Project's Implementing States Governing Board.  Representative Harper works in business development and is currently the Director of Economic Development for the City of West Jordan, Utah.  He is a former member of the West Jordan City Council.  Representative Harper holds B.A. and M.S. degrees in history from Brigham Young University.

John McCumber is a strategic program manager in the Public Sector Group of Symantec Corporation.  He is currently involved in research and development activities in support of leading edge government information assurance initiatives.  Mr. McCumber is a retired US Air Force officer and former Cryptologic Fellow of the National Security Agency.  During his military career, he also served in the Defense Information Systems Agency and on the Joint Staff at the Pentagon as Information Warfare Officer during the Persian Gulf War.  In addition to his professional responsibilities at Symantec Corporation, Mr. McCumber currently is a Professorial Lecturer in Information Security at The George Washington University in Washington, DC and is technical editor and a monthly columnist for Security Technology and Design magazine.  He is the author of Assessing and Managing Security Risk in IT Systems: a Structured Methodology from Auerbach Publications.

Since July 1998, Jessica L. Rich has served as Assistant Director for Financial Practices in the Federal Trade Commission’s Bureau of Consumer Protection.  She oversees a variety of matters related to consumer privacy and security, including investigations, enforcement, rulemakings, workshops, surveys, and reports to Congress.  Since 2001, she has also served on the Bureau’s Privacy Task Force and, in that capacity, has advised the Bureau Director on privacy and security matters that arise throughout the agency.  Prior to her appointment as Assistant Director, Ms. Rich served as Legal Advisor to the Director of the Bureau of Consumer Protection.  Before joining the FTC, Ms. Rich was an attorney in private practice in New York City.  She received her law degree from New York University and her undergraduate degree from Harvard.
