Emmitt Carlton is Special Counsel in the FCC Office of Intergovernmental Affairs.  He assists FCC information sharing, cooperation and coordination with state and local government officials, and attends and participates in conferences, educational seminars, and consumer and industry meetings to facilitate better understanding of FCC rules, policies, programs and plans related to telecommunications.  Emmitt has also worked in the FCC Enforcement Bureau as Assistant Director of the Telecommunications Consumers Division and served in the Spectrum Enforcement Division.  Before joining the FCC, Emmitt was Senior Consultant and Counsel for the public affairs firm Issue Dynamics, Inc., where he was responsible for strategic alliance, coalition and relationship building.  Prior to that, Emmitt served as Consumer Protection and Civil Rights Counsel at the National Association of Attorneys General, where he coordinated state/federal and consumer and industry group relations and legislation.   Earlier, he was an attorney at the Federal Trade Commission.  Emmitt is a former adjunct professor at American University, George Mason University Law School and Northern Virginia Community College.  He holds a B.A. from Brown University, a J.D. from the University of Virginia Law School and is a native of Indianapolis, Indiana.

Rich Clarke is responsible for AT&T’s economic and competitive public policies.  Since joining AT&T with Bell Laboratories in 1986, he has worked on the regulation of access charges, network interconnection and universal service – for both traditional circuit-switched and IP networks.  Rich has testified on interconnection pricing in state and federal proceedings and is an expert on network cost modeling.  His most recent issues include network neutrality, broadband network capabilities and costs, video service entry, program access and alternative business models for telecommunications.  Rich is the author of numerous papers on economics and telecommunications.  He has an A.B. in mathematics and economics from the University of Michigan, and A.M and Ph.D. degrees in economics from Harvard University.  Prior to joining AT&T, he was an Assistant Professor of Economics at the University of Wisconsin-Madison and worked as an economist at the Antitrust Division of the U.S. Department of Justice.

Peter Gulla joined Hughes in 2001 as vice president of the Consumer Sales and Marketing group in the North American division. In this position, he is responsible for leading the direct-to-consumer marketing activities for Hughes’ broadband satellite Internet access service including product positioning, market research, sales training, in-bound call center and promotion. In addition, since the beginning of 2007, Peter is responsible for the marketing activities of the enterprise and small/medium business groups. Prior to joining Hughes, he was the vice president of marketing at Road Runner where he successfully launched the Road Runner service offering in over 35 affiliated cable systems in 20 states.  Peter was instrumental in growing the service to over 1.3 million cable modem customers in three and a half years.  Before joining Road Runner, he was the vice president of marketing at Time Warner Cable at various locations heading up functional areas of marketing, public relations and customer service.  Peter holds a B.S. in Psychology from Florida State University, Tallahassee, Florida.

Len Kruger is a Specialist in Science and Technology at the Congressional Research Service of the Library of Congress.  As an analyst at CRS, he provides nonpartisan and objective information and analysis to Congressional offices on a variety of technology and telecommunications issues, including broadband deployment, the transition to digital television, Internet domain name policy, and others.  He holds a Bachelor of Applied Science and a Bachelor of Arts degree from the University of Pennsylvania, and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces.

Ronald N. McMillan is the Regional Vice President for Government Affairs for Time Warner Cable’s Texas Region.  In this capacity, he is responsible for all aspects of state government relations and policies for the company.  Prior to assuming his current position, Ron was a Division President for Time Warner Cable from 1992 to 2006.  He was responsible for the Houston division, which provides video, high speed Internet access and telephone service to over 800,000 customers in the Greater Houston area and is the second largest division of Time Warner Cable in the U.S.  Time Warner Cable is the second largest cable operator in the U.S. with 14.5 million customers in 33 states.  Before becoming the Houston Division President, Ron served as President and General Manager of the Time Warner Cable system in Milwaukee, Wisconsin.  Earlier, he was Corporate Vice President of Engineering at Time Warner Cable’s headquarters in Dublin, Ohio.  Prior to joining Time Warner, Ron spent nearly 14 years with GTE in various engineering and operations capacities throughout the southwestern United States.

Joe Nipper is Senior Vice President, Government Relations for the American Public Power Association (APPA) in Washington, D. C.  He is responsible for government relations, external communications, and publications.  APPA is the national service organization representing the interests of the more than 2,000 state and locally owned electric utilities collectively serving over 43 million Americans.  Joe has been with APPA since June of 1995.  Prior to that, he was the Washington representative for the Los Angeles Department of Water and Power and had previously served as a government relations representative for the utility in Los Angeles.  Joe has over twenty years experience in public policy issues affecting public power.   He holds a Bachelor of Arts degree from Arizona State University.

Jim Schuler is Assistant Vice President of State and External Affairs at CTIA-The Wireless Association.  His responsibilities include leading CTIA’s efforts in developing and implementing strategies relating to minimizing federal, state, and local taxation of wireless services.  Additional responsibilities include forming, coordinating and advocating wireless policy on broadband deployment and government mandates.  Prior to joining CTIA in 1998, Jim worked at the law firm of Baker, Donelson, Bearman and Caldwell.  Jim has an undergraduate degree from Wofford College and a Masters degree from Johns Hopkins University.
