Adjusting to Free Trade, Technology, and Mobile Capital Trade Adjustment Assistance (TAA) is a federal program designed to help balance the 'winners' and 'losers' of free trade. But globalization often is blamed for industrial and workforce shifts when technology and mobile capital may also be culprits. TAA expired on September 30, 2007 and Congress is studying an ambitious proposal from Senate Finance Chairman Max Baucus to retool the program. This session will provide an update and look at TAA's role in the politics of free trade and competitiveness.

Playing by the Rules: Consumer Protection and Product Safety with Global Supply Chains Recent headlines about tainted imports have raised many concerns about consumer protection, product safety and enforcement of trade and regulatory rules when complex global supply chains create confusion about accountability. This session will examine the role of trade rules and domestic regulation, the roles of both federal and state governments in ensuring import and consumer safety in an era of globalized supply and demand, and the myriad enforcement challenges facing firms and government.

Building Trade and Institutional Capacity State officials are particularly concerned about investor-state dispute resolution mechanisms, such as NAFTA Chapter 11, that create private rights of action. Companies and negotiators assert that such mechanisms are needed to prevent insufficient or corrupt judicial systems abroad from thwarting the negotiated objectives and oppor- tunities of trade agreements. Might institutional and anti-corruption development assistance be another way of attacking the same problem? This session will define Trade Capacity Building, look at how U.S. development assistance ties in with trade, and consider possible state roles -- as providers and beneficiaries -- of such capacity building assistance.

NAFTA and "Lessons Learned" on Labor and Environment With over a decade of experience with the North American Free Trade Agreement (NAFTA), all three participating nation’s have learned a few lessons about the agreements effects on labor and environmental issues. Many of the investor-state disputes have focused on environ- mental concerns. Presumably some of this experience factored into the recent “Bipartisan Trade Deal” between congressional Democrats and the U.S. Trade Representative. This session will review some of these “lessons learned” and their impacts on states.

Working Lunch NAFTA and the Security & Prosperity Partnership Joint Session with NCSL Transportation Committee An outgrowth of NAFTA, “the Security and Prosperity Partnership of North America (SPP), launched by the leaders of Mexico, Canada and the United States in March 2005, aims to promote growth and eco- nomic opportunity, increase security, and improve the quality of life of our peoples” (http://www.spp.gov/). But what are the SPP’s specific goals? How does it build on NAFTA? How does it affect state infra- structure or regulatory regimes? This session will try to define the SPP and look at implications for states.

NAFTA, Trucking, and Cross-Border Movement Joint Session with NCSL Transportation Committee NAFTA has increased the flow of goods across America’s northern and southern borders, but efforts by the U.S. Department of Trans- portation to implement changes to motor carrier limitations along the Mexican border have evoked concerns on Capitol Hill and in many states. Other obstacles, such as the Western Hemisphere Travel Initiative, have arisen that threaten to impede the cross- border flow of goods and people. This session will provide an up- date on some of these issues and highlight state legislative, regulator, and economic development interests.
