Terrorism Insurance: Should the Temporary Federal Backstop be Extended?
The Terrorism Risk Insurance Act (TRIA) has ensured the availability of terrorism insurance, but there are concerns that it also has discouraged private market solutions. With TRIA set to expire in December, this session explores long and short-term implications of re-upping or sunsetting this temporary federal backstop.

Getting SMART About Federal Insurance Reform:  Would You Believe "State-based?"
As Agent 86 Maxwell Smart would ask, “Would you believe… state-based?” Its sponsors promote the “State Modernization and Regulatory Transparency” or SMART Act as a “state-based” alternative to a federal insurance regulator. The SMART Act would create a matrix of federal standards for all elements of insurance regulation that states would have to meet or face federal preemption. This session will examine whether the SMART Act is a viable alternative to optional federal insurance chartering and explore what other options may be available.

Consumer Credit Counseling
Consumer debt has exploded in the United States. Each year millions of consumers turn to credit counseling agencies for help in managing their debts. In addition, the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 requires consumers to seek credit counseling before filing for bankruptcy. Concerns are rising regarding the regulation of credit counselors, both for-profit and non-profit. Join in a discussion of how states are reevaluating their regulation of consumer credit counseling agencies.

Insurance Broker and Agent Compensation:  Center Stage
Compensation practices for insurance brokers and agents has been a decidedly off-Broadway issue, but allegations of bid rigging and market manipulation by big-time industry stars has propelled the issue downtown. This session casts the issue center stage to review the common practice of contingency commissions and examine competing models acts to disclose broker compensation arrangements.

All legislators and legislative staff will want to attend this centerpiece of the Annual Meeting.  All other annual meeting participants are welcome as observers.
The business meeting is the culmination of the conference year. It includes debate of policy resolutions that will guide NCSL in lobbying the federal government in the year to come, as well as election of NCSL officers and approval of the conference budget.
