NCSL Executive Committee Task Force to Streamline and Simplify Insurance Regulation

At its ninth and final meeting, the Task Force will review its report to the NCSL Executive Committee, which may include recommendations on the Interstate Insurance Product Regulation Compact and a Statement of Principles for the regulation of property and casualty insurance. All are welcome to attend.

Taxation of Credit Unions

Credit unions are not-for-profit financial institutions that are owned by members with a "common bond." But should they be taxed? This session examines the controversial issue of state taxation of credit unions.

This session will examine the issues confronting state insurance regulation in the integrated financial marketplace. It will explore congressional activity aimed at insurance regulation and proposals to reform the state system and forestall federal action.

Working Lunch: State Banking Regulation (sponsored by the Conference of State Bank Supervisors)

Banking is a part of the fabric of the economic life for each and every state, and state banking regulation and a strong state-charter banking community is fundamental to states' ability to address with local economic issues and promote economic development. This session explores the value of state banking system

 Medical Liability Reform: Fostering an Open Culture for
Patient Safety

Traditional medical liability reforms have failed to get to the heart of adverse outcomes resulting from failures in clinical practice. This session explores policy options that will promote patient safety and medical competence and explore innovative compensation mechanisms to provide fair compensation to injured people.

In light of rising consumer debt and bankruptcy rates, what can state legislators, educators and interested organizations do to better prepare individuals to manage their finances? How can policymakers, educators and financial institutions work together to improve financial literacy?

Fair Credit Reporting Act

The Fair Credit Reporting Act (FCRA) since 1996 has provided an important tool to ensure accurate and complete credit reports, but the federal law also preempts state authority to impose different standards and restrict information sharing among affiliates. With the preemption set to expire at the end of 2003, this session explores FCRA reauthorization.

Consideration of NCSL Financial Services Policy

The committee will receive brief updates on major issues related to state banking, insurance, credit union and securities regulation. Members will consider NCSL federal policy related to financial services. Votes will be taken.

Predatory Lending

Consumers who have few loan options or minimal knowledge about borrowing-especially senior citizens, minorities and those with low incomes-- may become the targets of unscrupulous lenders. Hear about state efforts to combat fraudulent practices, and discuss ways to prevent predatory lending and ensuring access to alternatives.

Homeowners insurers are raising rates, not writing new policies, and avoiding some states like the plague. Should states "get tough" with insurance companies or is the answer market-based solutions? This session looks at what's causing problems in the homeowners market and explores innovative state solutions.

NCSL Policy/Business Meeting

All legislators and legislative staff will want to attend this centerpiece of the NCSL Annual Meeting. Other annual meeting participants are welcome as observers. The business meeting is the culmination of the conference year. It includes debate of policy resolutions that will guide NCSL's lobbying of the federal government in the coming year, as well as election of NCSL's officers and executive committee and approval of the NCSL budget.
