General Information

The NCSL Banking and Insurance Listservs are e-mail discussion forums for legislators and legislative staff -- including members of the NCSL Communications, Financial Services & Interstate Commerce Standing Committee -- to discuss issues and share information related to banking, insurance, credit unions, securities, and other financial services. Listserv subscribers post e-mail messages to the list that are then sent out --"reflected" -- to all other subscribers to create an electronic discussion group. The Banking and Insurance Listservs also are used to share information and analysis on banking and insurance policy and to alert legislators and legislative staff about federal actions on these issues that affect states.

Banking Listserv: The NCSL Banking Listserv is a e-mail discussion forum dedicated to the discussion and sharing of information related to banking, credit unions, securities, financial privacy, corporate governance, credit cards and other financial services.

Insurance Listserv: The Insurance Listserv is an e-mail discussion forum dedicated to the discussion and sharing of information related to auto and homeowners insurance, commercial P/C insurance, life insurance, annuities, risk and risk management, self-insurance and alternative risk transfer mechanisms.

To Subscribe

To subscribe to the Banking Listserv, Insurance Listserv, or both, send an e-mail message to heather.morton@ncsl.org with the word " Listserv Subscribe" in the subject line. In the body of the e-mail, PLEASE identify the listserv to which you want to subscribe (BANKING, INSURANCE, or BANKING AND INSURANCE), your name, state, title and contact information (phone, e-mail, address, etc.). You will receive an e-mail message confirming your subscription and describing how to post messages and unsubscribe.

Upon subscribing -- if you use an AUTO-REPLY or AUTO-RESPONSE system -- please add the listserv address, BANKING-L@NCSL.ORG or INSURANCE-L@NCSL.ORG, to your system’s "Do not reply to:" list to prevent your automated message being sent to all members of the Listserv. Listserv members who activate auto-replies to the Listserv may be temporarily suspended and required to re-subscribe.

Posting Messages

To post a message to the Financial Services Listserv, send an e-mail message to BANKING-L@NCSL.ORG or INSURANCE-L@NCSL.ORG. Please describe the message briefly in the subject field. Include your name and contact information at the bottom of every message so others can contact you individually, if they choose. Your message will be sent to all subscribers on the list.

Remember that a "REPLY" to messages posted on the Financial Services Listserv also will be sent to all other subscribers. To reply privately to the sender, DO NOT reply to the Listserv message, but INSTEAD send a new message to the sender's personal e-mail address.

To Unsubscribe

To be taken off a Listserv, send an e-mail message to BANKING-L-REQUEST@NCSL.ORG or INSURANCE-L-REQUEST@NCSL.ORG and -- in the body of the message -- put only one word, "unsubscribe".

Etiquette

Here are NCSL's helpful hints on how to make friends when sending messages to any listserv. They will help keep the group user-friendly.

Etiquette to use when sending your message:

  • Think before your press "REPLY". Remember that when you press "REPLY" to a listserv message, you are sending your message to the entire Listserv, not just to the author. To reply just to the author, address your e-mail to the individual's personal e-mail address.
  • Use descriptive titles in the subject line.
  • Be brief. As you know, members of this Listserv have many responsibilities and busy schedules. They may not have time to read lengthy e-mails. Also, the computer police like small e-mails because they take up less space.
  • Include your name and your e-mail address. This will enable someone to respond directly to you, instead of the entire Listserv.
  • When responding to a posting, summarize the message to which you are responding in the first part of your message.
  • Please be considerate of others. For example: do not SHOUT (e.g. using ALL CAPS) at people; do not post a message correcting someone else's spelling or grammar; be careful with humor and sarcasm -- as e-mail is easily misinterpreted. In short, remember the golden rule.
  • Proofread your message. Once a message is sent, it can't be retrieved. So, make sure you proofread it before pressing "send."
  • Be patient. There is a learning curve for people who have not used a mailing list before. If you want to post a response to an error, send them a message using their personal e-mail address. Do not post your response to their error to the entire Listserv.
  • Most importantly...never forget that you are communicating with human beings, not computers.
