Joint Session with Banking FSL Partners Project
Several states and the federal government have passed laws to combat predatory mortgage lending practices.  This session will involve a roundtable discussion focused on the effectiveness of these these laws.

Use It and Lose It:  Auto and Homeowners Insurance Nonrenewals
In difficult insurance times, one or two insurance claims can lead to a significant premium increase or a nonrenewal notice.  Several states have placed restrictions on insurers by limiting how some claims can be used to raise rates or nonrenew policyholders.  This session explores whether these restrictions are good for consumers or if they harm the overall auto and homeowners insurance markets.

Industrial Loan Corporations and the Future of Interstate Bank Branching
Many commercial firms are actively seeking to enter the banking industry - a fact that some see as a threat to community banking and economic development.  Some states already permit industrial loan corporations (ILCs), which can be owned by commercial firms liek Wal-Mart or Sears.  However, federal legislation could preempt state interstate branching restrictions and let banks and ILCs alike set up shop in any state in the country.  This session explores ILCs, interstate branching laws and the impllications of the pending federal legislation.

Where's the Money - In a Bank or Under the Mattress?

What if you didn't have a checking or savings account?  How would you cash your paycheck?  What if you needed money to cover an emergency?  Up to 10 million Americans do not have bank accounts and they are known as the "unbanked."  The unbanked often use alternative financial services, such as check cashing services, payday lenders, wire transfers and refund anticipation loans.  This session will discuss why people use alternative financial services and whether legislation should encourage mainstream financial market participation.

The Oxley-Baker Federal Insurance "Roadmap"

Key federal lawmakers have announced a "roadmap" to set national standards for insurance regulation and create a federal insurance coordinator with monitoring and enforcement authority.  Under the plan proposed by Reps. Michael Oxley of Ohio and Richard Baker of Louisiana, states would have to meet federal guidelines or face the preemption of state authority to regulate insurance.  This session examines whether the Oxley-Baker plan is a roadmap for reform or a plan to federalize insurance regulation.
