The optional session scheduled for Tuesday, December 7 at Fort Stewart and the Westin Savannah Harbor to discuss the impacts of unmanaged growth on military base operations--"encroachment"--has been postponed. 

Wednesday, December 8
 12:30pm-2:00pm Brownfields Cleanup and Redevelopment

The committee will discuss liability protection, financial incentives and institutional controls for brownfields cleanup and redevelopment.  Included will be a presentation on the Uniform Environmental Covenants Act to ensure that future uses of redeveloped brownfields comply with environmental standards, and a case study of the Atlantic Station project in Atlanta, the largest mixed-use development of a former brownfields site in the country.

State Actions on Air Quality Issues

Committee members will discuss recently proposed and enacted state legislation and regulations on air quality issues, including multi-pollutant strategies, mercury, new source review, alternative fuel vehicles, MTBE and greenhouse gas emissions.  Members will have a matrix of state actions to supplement discussions. (Joint session with the Energy and Electric Utilities Committee.)

Procuring Globally, Protecting Sovereignty Locally

The purchasing power of the state purse is impressive, and international corporations, manufacturers, and service providers are interested in your business!  Procurement practices and policies of state governments – sometimes designed to promote economic development or green power, for example –  have become very important to U.S. international trading partners and in the governing trade agreements.  During this session, experts will explain how state procurement factors into trade negotiations, how states become obligated to these agreements, and what, if any, limitations trade agreements place on state legislators to set or change state purchasing policies. (Joint session with the Labor & Workforce Development and Economic Development, International Trade & Cultural Affairs Committees.)

Quality Health Care: An Impossible Task Without a Team

The issue of health care workforce shortages has been pushed to the forefront of state legislative agendas.  The nation faces shortages of physicians, nurses and a broad range of other professionals, paraprofessionals, therapists and support staff.  This briefing looks at innovative approaches to protect and improve the health care delivery system by preserving adequate levels of health care workers.
