Timothy L. Amos

Timothy L. Amos is senior vice president and general counsel of the Tennessee Bankers Association (TBA) in Nashville. He joined the TBA in 1985 as general counsel and was promoted to senior vice president in 2001. Amos is responsible for the association's legislative programs on both the state and national levels. He provides regulatory information to TBA members and assists bank attorneys with legal questions or problems related to the financial industry. He received his BS degree in business administration in 1974 from the University of Tennessee, Knoxville; his JD degree from the UT College of Law in 1977; and his LLM degree in international law in 1983 from the University of Cambridge, Downing College, Cambridge, England. Tim Asmos is a member of the American, Tennessee, and Nashville Bar Associations, the American Society of International Law, and Phi Delta Phi legal fraternity.

Mallory Duncan

Mallory B. Duncan has served as Senior Vice President, General Counsel for the National Retail Federation for more than 10 years. He is responsible for coordinating strategic legislative and regulatory initiatives involving customer data privacy, financial services and consumer protection. He is a member of the NRF Executive Staff. Prior to joining NRF, Duncan served as corporate counsel in the Washington office of the J.C. Penney Company, Inc., where he advised store and headquarters on federal and state legislative and regulatory issues, and gained experience with retail credit granting procedures. Mr. Duncan was an attorney advistor in the Office of Policy Planning at the Federal Trade Commission, working on the policies underlying U.S. credit laws, and was previously associated with the law firm of Sutherland, Asbill & Brennan. Duncan is a graduate of Pomona College and Yale Law School. He has served on the boards of several non-profit organizations throughout his legal career, including the National Hospice Foundation and the Edes Home Foundation.

John Motley

John Motley is FMI's Senior Vice President for Government and Public Affairs. He joined FMI in 1998 and is a 30+ year veteran of the government relations arena in Washington, D.C. He has represented both small and large retailers before Congress and the executive branch. During his career, he has been named to Washingtonian Magazine's 25 most powerful lobbyists, to Roll Call's "Fabulous Fifty" politicos, to The Hill's list of "The Rainmakers" in 2001 and 2002 and Influence's list of top association lobbyists. Motley is responsible for the development and implementation of strategies relating to federal legislation and public policy issues of interest to FMI and its membership. He oversees FMI's government relations (both state and federal), consumer affairs, membership involvement and political affairs. He is also the Treasurer of FoodPAC, the food distribution industry's political action committee. Motley came to FMI from the National Retail Federation where he was also senior vice president for government and public affairs. Prior to that, he spent 24 years with the National Federation of Independent Business (NFIB), the nation's largest small business lobby. Motley holds B.A. and M.A. degrees from Providence College. He has completed additional post-graduate studies as both Georgetown University and Johns Hopkins University.

Rick Fischer

Mr. Fischer received his B.A. degree from the University of San Francisco in 1965 and his J.D. degree from Hastings College of the Law, University of California, in 1970, where he was on the Editorial Board of the Hastings Law Journal. Mr. Fischer's practice focuses on financial services law. For over 30 years, he has advised a wide variety of financial institutions and other companies across the United States on the full range of financial services, payment system and retail banking issues. His practice has a special emphasis on data security, privacy, e-commerce, technology and joint venture issues. He also serves as Washington Counsel for Visa. Mr. Fischer has written and spoken extensively on many aspects of financial services law and has lectured on these subjects at several law schools. He is the author of a treatise on privacy and information practices entitled The Law of Financial Privacy, (3rd ed.), published by A.S. Pratt & Sons, and Editor-in-Chief of the Privacy and Information Law Report, published by Legalworks. Mr. Fischer has been named one of Washington's top banking and privacy lawyers by the Washingtonian magazine; he also is listed in The Best Lawyers in America (2006 and 2007) as a leader in the field of banking law. He was named a Leading Lawyer in Financial Services Law in the 2006 Chambers USA Guide to America's Leading Business Lawyers put out by Chamber & Partners Publishing. Mr. Fischer became a partner of Morrison & Foerster in 1976
