William Lane, Ph.D., Chief Engineer

Bill Lane is the Chief Engineer of the Commission’s Public Safety and Homeland Security Bureau. In this role, he serves as the senior advisor to the Bureau Chief and Deputy Bureau Chiefs on all engineering and technical matters relating to the roles and missions of the Bureau. Prior to joining the FCC in 2000, he completed a career as a U.S. Army Signal Corps Officer culminating with the rank of Colonel. Before his current position, Dr. Lane held several FCC positions: Associate Chief of the Policy and Rules Division in the Office of Engineering and Technology, Senior Engineer in the Office of Strategic Planning and Policy Analysis, and Chief Technologist in the Wireless Telecommunications Bureau.  He holds a Ph.D. from the Georgia Institute of Technology, an MBA from Long Island University, and a BS from the US Military Academy. He is also a graduate of the US Army War College, a Senior Member of the Institute for Electrical and Electronics Engineers (IEEE), and a Registered Professional Engineer in Virginia.

Steve H. Proctor, Executive Director

Steve Proctor is a nationally recognized expert in the public safety communications field.  He is currently the Executive Director of the Utah Communications Agency Network (UCAN).  This quasi-state agency is charged with the operation and maintenance of a regional communications system serving 125 separate public safety governmental agencies.  The system provides emergency communications for police, fire, EMS, transportation, corrections and other governmental agencies. This network supports 20,000 individual radio users.  The system’s critical test was the 2002 Winter Olympic Games in Salt Lake City, Utah.  A 39-year veteran of public safety communications.  Mr. Proctor has served as the National President of APCO (Association of Public Safety Communications Officials) from 1994-95, on the steering committees of the National Coordination Committee (NCC), The Public Safety Wireless Advisory Committee (PSWAC), and as the Executive Vice Chair of the Public Safety Wireless Network’s Executive Committee and Executive Committee of SAFECOM.  Mr. Proctor holds a bachelor’s degree in management from the University of Utah.

Senator Francis C. Thompson
Louisiana
Senator Francis C. Thompson served as a member of the Louisiana House of Representatives for over 30 years from 1975 to 2008. During his tenure, he served as chairman of numerous committees including the House Committee on Agriculture, Forestry, Aquaculture, and Rural Development; the House Special Committee on Homeland Security; and the Legislative Audit Advisory Review Council. He also chaired the Rural Caucus and was a long-time member of the Committee on Appropriations. As chairman of the House Special Committee on Homeland Security for over eight years, Senator Thompson was instrumental in implementing legislative recovery efforts following Hurricanes Katrina and Rita and has detailed knowledge of the challenges presented in emergency communications. He was elected to the Louisiana Senate in the fall of 2007 and currently serves as Chairman of the Senate Committee on Agriculture, Forestry, Aquaculture, and Rural Development and as a member of the Senate Select Committee on Homeland Security. Senator Thompson has also served under three governors as a representative of the State of Louisiana on the Southern Regional Education Board and presently serves as Treasurer of the Board. Senator Thompson earned a Bachelor of Science and a Master of Science from Louisiana Tech University and has a Doctorate of Education from the University of Louisiana at Monroe.

Jeremiah M. Hawkes, General Counsel

Jeremiah M. Hawkes began work for the Florida House of Representatives in June 2006 and was named General Counsel by Florida Speaker of the House Marco Rubio in November 2006.  Previously, Mr. Hawkes served as an Assistant State Attorney and prosecuted felony offenders.  As General Counsel, Mr. Hawkes is responsible for reviewing all contracts entered into by the House and supervising all litigation to which the House is a party.  He also handles ethics matters for the House and its members, and he is responsible for advising the House on matters related to Open Meetings and Public Records.  Mr. Hawkes received his law degree from the Florida State University College of Law.

Robert P. Joyce, Edwin Hinsdale Professor of Public Law and Government

Robert P. Joyce is an attorney and the Edwin Hinsdale Professor of Public Law and Government in the School of Government of the University of North Carolina at Chapel Hill.  Professor Joyce joined the Institute of Government at the University of North Carolina 1980. He has practiced law with Chadbourne & Parke in New York and with Barber & Joyce in Pittsboro, N.C...  He has served as counsel to standing committees, study committees, and special committees of the North Carolina General Assembly and has directed the University’s Legislative Reporting Service.  He is a graduate of the University of North Carolina and the Harvard Law School.

Lisa Wallmeyer, Executive Director

Lisa Wallmeyer has been employed by the Virginia Division of Legislative Services since 2000.  At the Division, she serves as the executive director of the Virginia Joint Commission on Technology and Science (JCOTS), a 12-member legislative commission tasked with studying and developing public policy related to science and technology in the Commonwealth.  When the General Assembly is in session, she also serves as counsel to the House Committee on Militia, Police, and Public Safety and the Senate Finance Committee, where she deals with issues ranging from the purchase and possession of firearms to taxation and economic development.  Previously, she served as assistant director of the Virginia Freedom of Information Advisory Council, also housed at the Division of Legislative Services.  Ms. Wallmeyer graduated from Washington and Lee University with a degree in journalism, and received a law degree and a master's degree in mass communications from the University of Florida.

Peter Wattson
Senate Counsel

Peter Wattson serves as Senate Counsel to the committees on Rules and Administration, Finance, and Capital Investment, and the Subcommittee on Elections.  He began as counsel to the committees on Agriculture and Natural Resources & Environment in 1971 and began working for the Rules Committee in 1973.  He has worked for the Senate Finance Committee since 1975, drafting appropriation bills and state general obligation bonding bills.  In 1991-92, Mr. Wattson served as counsel to the Redistricting Committee.  In 1993 he began working for the Committee on Ethics and Campaign Reform, which subsequently was renamed the Subcommittee on Elections.  Mr. Wattson has lectured on bill drafting, legislative procedure, legislative immunity, the appropriations process, redistricting, gifts to public officials, campaign finance, and elections.  He received his bachelor of arts in government from Harvard University and his law degree from the University of Minnesota.

Frieda Yueh is an IBM senior solutions executive, specializing in the Public Sector.  Frieda has 30 years of experience in business information technology, with the last 15 years devoted to the government, education and health industries.  She leads a team of strategy experts, supporting IBM clients in the United States, Canada, and Latin America.  In her current role, Frieda is responsible for formulating responses to the emerging strategic, business and technology needs of the public sector industry. She consults with and advises customers and IBM teams on the potentials, challenges and best practices in the evolving use of new technologies in the public sector.

Prior to 2007, Frieda led several different solution areas and regions for IBM.  From 2004-2006, she led IBM’s government consulting sales for the Northeast U.S.  From 1999-2003, she was the Executive for ERP Sales and Services across North America, responsible for consulting with public sector clients.  In this role, she advised executives in education, government and health industries on financial, human resources, asset and operations management solutions, implementation and best practices.  She convened annual conferences for IBM’s clients and facilitated workshops to discuss critical success factors, governance issues, new industry requirements and strategic directions.  Between 1979 and 1999, Frieda held a variety of sales leadership positions and was responsible for implementing IBM’s major transformation initiatives in the mid-1990.

Frieda Yueh is currently involved in a number of organizations including the National Association of State Auditors, Comptrollers and Treasurers; the National Conference of State Legislatures; the National Governor’s Association; the Western Governors Association; the Council of State Government.

Representative David Clark
Utah

David Clark is the Utah House Majority Leader and has served in the legislature since 2001.  A banker by profession, Representative Clark has been recognized by a number of groups for his outstanding work in the areas of business, technology, tax reform and economic development.  Representative Clark is the current Chair of the Standing Committees for NCSL, and he serves on the NCSL Executive Committee.  Representative Clark is a graduate of Brigham Young University.

Gohal Khanna, Chief Information Officer (CIO)

Gopal Khanna was appointed Minnesota's first State CIO by Governor Tim Pawlenty on August 15, 2005, and reappointed January 2, 2007. Prior to assuming his position in the Governor’s Cabinet, Mr. Khanna served in the administration of President George W. Bush from June 2002 through August 2005, where he held several senior executive policy positions and is credited with leading major reforms and transformation in federal government. Prior to his service in government, Mr. Khanna was in the private sector, where he held several senior corporate executive positions. He has a broad-based executive background, which includes experience in information technology, finance, operations, strategic planning, business development, and consulting. He currently serves as the 2008 vice president of the National Association of State Chief Information Officers (NASCIO) and is a member of the board of directors of the Electronic Commerce Coordinating Council (eC3).  Mr. Khanna has a B.A. in economics, mathematics and political science from Christ Church College in Kanpur, India, and holds an M.B.A. from the University of Maine.

Cathilea Robinett is Executive Director of the Center for Digital Government and Center for Digital Education, national research and advisory institutes focused on information technology policy and best practices in state and local government and education. She is also Executive Vice President of e.Republic, the Center’s parent company, where she regularly consults on editorial direction of its magazines (Government Technology, Public CIO, Emergency Management and Texas Technology) and the major themes of its annual conferences held across the country.

Ms. Robinett is a frequent speaker for worldwide government and education organizations, including Harvard University, the United Nations, the State Legislative Leaders’ Foundation, the National Conference of State Legislatures, the Council of State Governments, the World Congress on Information Technology and many more. She is quoted frequently in the press with articles appearing in USA Today, the Washington Post, the Boston Globe, Forbes magazine and many more. She is also the 2007 recipient of the National Association of State Chief Information Officers (NASCIO) National Technology Champion Award in recognition of her outstanding contributions to advance public sector information technology initiatives.   For more than fifteen years, she has served as a thought leader and adviser to public and private sector professionals, and has worked extensively with both sectors in helping them develop sound and successful strategies in the state and local and education markets.
