FY 2008 Appropriations

The U.S. House has approved eight of its twelve annual appropriations bills.  The U.S. Senate Appropriations Committee has adopted all but two of its twelve appropriations bills (see table 1).  The full Senate is currently expected to take action on only one of the FY 2008 spending bills (homeland security) prior to the August recess.

FY 2008 House Agriculture Appropriations Act

On July 19, the House Committee on Appropriations adopted the $18.8 billion Department of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act for FY 2008 (H.R. _____), which includes:

  • $13.9 billion for the Food Stamp Program, $500 million above FY 2007 levels; 
  • $5.6 billion for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program, $415.6 million above FY 2007 levels; 
  • $1.2 billion, for bio-energy and renewable energy research and development, including loans and grants in rural areas, $955.3 million above FY 2007 levels; and
  • $52.8 million for grants for distance learning, telemedicine, and broadband development in rural areas, $14.2 million above FY 2007 levels.

Public Safety Interoperability Grant Program Award Released
On July 18, the National Information and Technology Administration and the Department of Homeland Security released awards for the Public Safety Interoperability Communications Grant Program (PSIC). Of the $968 million available for interoperability grants, each state is guaranteed $3 million; the remainder of PSGP is awarded according to risk-based analysis. All grant funded projects must be completed by 2010 and require a 20 percent match (in-kind or cash).

Homeland Security Grant Program Awards Released
On July 18, the Department of Homeland Security (DHS) released awards for the Homeland Security Grant Program (HSGP). The $1.7 billion award includes:

  • $509 million for the State Homeland Security Grant Program;
  • $747 million for the Urban Area Security Initiative;
  • $363 million for the Law Enforcement Terrorism Prevention Program;
  • $32 million for the Metropolitan Medical Response System; and
  • $14.5 million for Citizen Corps Program.
