Batic Institute logo.Please join NCSL and the Build America Transportation Investment Center (BATIC) Institute: An AASHTO Center for Excellence for the Public-Private Partnerships (P3) Basics Overview Training on July 29-30, 2018 in Los Angeles, Calif., at the JW Marriott Los Angeles L.A. LIVE. 900 Olympic Boulevard, Los Angeles, Calif.  

The P3 Basics Overview training, co-hosted by the BATIC Institute and NCSL, is for public sector stakeholders interested in learning more about P3 procurement and policy for transportation infrastructure projects. The course offers a general understanding of P3s as an alternative delivery method, with instruction drawn from case studies and real-life examples demonstrating how to put P3s into action. 

Attendance is limited to 35 participants from state DOTs and state legislatures. The event will be held on Sunday, July 29  from 1:30 p.m. to 5 p.m. and Monday, July 30 from 8:30 a.m. to 12:00 p.m. in Los Angeles at the hotel. Attendees must participate in both days in order to receive travel reimbursement.

Cancellations must be made in writing and sent to Kevin Pula (Kevin.Pula@NCSL.org). Fees cannot be refunded for registrations canceled after the conference begins.

NCSL is requiring all Legislative Summit attendees to register for the conference before making a hotel reservation. Since some of you will only be attending the P3 Basics Overview Training, please follow the guidelines below to make your hotel arrangements.

If you are attending NCSL's Legislative Summit and the P3 Basics Training

Please use the BATIC Institute's Scholarship and Travel Reimbursement Policies for attending the NCSL Legislative Summit and the P3 Basics Overview Training located here

  • Register for the P3 Training using the link above.
  • Also register for the Legislative Summit here
  • Click the link in your registration confirmation email and enter your registration confirmation number into the housing website and click “Continue”.
  • Click on "Hotel Reservation"
  • Add access code NCSL18P3 (case sensitive) in the box, select your arrival and departure dates, and hit “Search Hotels”
  • Select “View Rooms”
  • Click "Reserve" 
  • Finally, complete guest information, credit card information, and hit “Confirm”.

  • Register for the P3 Training using the link above.
  • After your registration is received, NCSL will tentatively hold a guest room for you at the Sheraton Grand in Los Angeles for the training. NCSL staff will then contact you to direct you to provide a credit card to guarantee your room since the rooms at the Sheraton Grand are limited. Since this is only a guarantee, no funds will be charged immediately to the credit card. Once on-site, you may use a different credit card for the room charges.

Hotel Reservation Cancellation Policy

Reservations can be adjusted or canceled without penalty by 5:00 p.m. PDT on July 11, 2018.

After July 11, 2018, all cancellations, changes, new reservations need to be sent to the hotel directly.  Any reservations canceled with the hotel are subject to a hotel cancellation fee according to each individual hotel policy.

Travel reimbursements for flights will only be provided for those attendees not attending NCSL's Legislative Summit, if invited to attend by NCSL or AASHTO staff. Please make your travel and airfare arrangements in accordance with these documents.
