Background on Federal Disadvantaged Business Enterprise Program

The U.S. Department of Transportation (USDOT) has administered the Business Enterprise (DBE) program since 1983. The goal of the federal DBE program is to assist and encourage business opportunities for enterprises owned and controlled by socially and economically disadvantaged individuals, including minorities and women, participate in federally funded projects in the highway construction and transportation industries. DBE regulations require state and local transportation agencies that receive financial assistance from USDOT to administer this program. The Federal Highway Administration, the Federal Aviation Administration and the Federal Transit Administration are involved in the DBE program.  All 50 states and Puerto Rico administer the DBE program as required by federal law. State Disadvantaged Business Enterprise Programs Administered by State Transportation Agencies

At least eleven states administer a state DBE program in conjunction with the federal DBE program. Some of these programs offer complimentary programming to the federal program such as additional education and training on strategies to grow your business. Other state DBE programs provide assistance to a broader group of populations than those served by the federal DBE program. For instance, the Iowa Small Business Contractors Program allows any small business to bid on a contract - there are no ethnic or gender limitations.
