State-by-State Child Support Data

Gavel and moneyAccording to the Federal Office of Child Support Enforcement (OCSE), states collected approximately $32 billion on behalf of the 14.7 million children served by child support enforcement programs across the country during FY 2018.

While collections remained relatively steady and caseloads trended slightly downward, the cost effectiveness of the program remained almost unchanged with $5.14 being collected for every $1 spent on the program.

Below is a 50-state breakdown of total distributed collections, total arrearages, amount of current support due, total caseload and total administrative expenditures over the last 4 years (2015-2018).

Total Distributed Collections

Nationally, there was a 0.1% increase in total amount of child support distributed to families from 2015-2018.

Guam, Idaho, West Virginia, and the Virgin Islands saw double digit decreases in their total distributed collections while Texas and Nevada saw the largest increases at 9% and 7%, respectively.

Over the last 4 years, there was a little more than a 2% increase in the amount of past due child support nationally.

Michigan, Nevada, New Hampshire, and Oklahoma saw double digit decreases in child support arrearages. Louisiana, Mississippi, and Puerto Rico each experienced an increase in arrearages of more than 15% and South Dakota experienced an increase of 29%.

Total Caseload

Nationally, child support caseloads have decreased by almost 6% from 2015-2018, with almost every state experiencing at least a modest decrease.

Idaho, Maine, and Oregon saw the greatest decrease in caseloads, at 17%, 18%, and 22%, respectively. Kansas and South Dakota were the only states to experience significant increases, at 4% and 2%, respectively.

Total Administrative Expenditures

Nationally, there was a 2% increase in administrative expenditures between 2015 and 2018.

Idaho, Texas, and the Virgin Islands all saw increases of 30% or more, while South Carolina experienced an increase of 72%.

Mississippi, Oklahoma, and Delaware experienced the greatest decreases at 23%, 32%, and 33%, respectively.

Technical assistance visits to states are available to any state legislature that would like training or assistance related to this topic.
