OVERVIEW

The federal health law aims to expand coverage to up to 32 million more Americans. It relies on a combination of health insurance reforms, insurance exchanges in all 50 states, Medicaid expansions, subsidies, tax credits and mandates. The law also allocates money to improve quality and halts certain widely criticized insurance practices. NCSL has detailed and timely federal alerts, summaries and analyses of federal proposed and final regulations describing Medicaid expansion options, federal and state run exchanges, individual and employer responsibilities, federal grant and funding options.

On May 2, 2014 the Obama administration announced updates to model notices informing workers of their eligibility to continue health-care coverage through COBRA. The updates make it clear to workers that if they are eligible for COBRA continuation coverage when leaving a job, they may choose to instead purchase coverage through the Health Insurance Marketplace.
