HEALTH CARE REFORM

This database includes 2011-13 legislation, including pending, failed and enacted bills and resolutions. The database is intended to capture state actions related to the Patient Protection and Affordable Care Act and the Health Care Education and Reconciliation Act, together referred to as the Affordable Care Act or federal health reform.

OVERVIEW

Safety: Some 90,000 people die each year in U.S. hospitals from preventable, unintended human error. Patient safety refers to rules, practices and systems to prevent patient harm or injury, including efforts to prevent medical errors, also known as adverse events.

Quality: "Value-based insurance design" aims to increase health care quality and decrease costs by using financial incentives to promote cost efficient health care services and consumer choices. Another increasingly utilized quality mechanisms are all-payer claims databases (APCDs), which several states have established to compile health insurance claims into a statewide repository in hopes they inform cost containment and quality improvement efforts.
