9/17/2019

Introduction

NCSL tracks states' enactment of their FY 2020 budgets. Forty-six states begin fiscal year (FY) 2020 on July 1, 2019. New York began its fiscal year on April 1. Alabama and Michigan began their fiscal year on October 1, and Texas began its fiscal year on September 1. As of December 3, 49 states have enacted a budget for FY 2020. Three states enacted a biennial budget during the 2018 legislative session. North Carolina law allows funding to continue at the previous year's level until a budget agreement is reached.
