2014'S TOP FISCAL ISSUES

Legislative fiscal directors who are prepping for the upcoming sessions offered their assessment of top fiscal issues for 2014 in response to a recent NCSL survey conducted in preparation for the "State Budget Update: Fall 2013." The results are illuminating.

OVERVIEW | FISCAL POLICY

The Fiscal Affairs Program provides information, research, and technical assistance to legislators and legislative staff on a wide range of fiscal, economic development and cultural issues.  Additionally, the program oversees project deliverables as designated by specific grants. The program also staffs three NCSL Standing Committees, a staff section, along with task forces and partnerships.  Program staff assists with regular NCSL meetings such as the Legislative Summit and Fall Forum, and also organizes the Fiscal Analysts Seminar, Fiscal Leaders Seminar, and the New England Fiscal Leaders Meeting.  Program staff publishes monthly issues of The Fiscal Link for legislative fiscal staff and conduct regular budget and tax surveys that are released as State Budget Updates, State Budget Actions and State Tax Actions reports.  Fiscal Affairs Program staff also manages all pension related research, meetings, and publications for NCSL.

BUDGETS AND REVENUE COMMITTEE

The Budgets and Revenue Committee is one of eight standing committees. It is responsible for protecting the states' interests in federal decisions regarding fiscal matters including annual action on the federal budget.
