OVERVIEW | ENVIRONMENT AND NATURAL RESOURCES

NCSL’s environment and natural resources program provides research and analysis on important state policy trends to assist legislators and legislative staff. We track issues in seven major categories: climate change and air quality, environmental health, healthy communities, land use, natural resources, waste management and water.

Contact NCSL staff for information about our work on these issues or to arrange for customized technical assistance in your state, which can include briefings on state policy trends, in-depth research and meeting facilitation.

FEATURED

  • State Plastic and Paper Bag Legislation

This page contains information about current trends in state plastic and paper bag legislation. In August 2014, California became the first state legislature to enact legislation imposing a statewide ban on single-use plastic bags at large retail stores and Governor Brown signed the bill into law on Sept. 30.

  • State Beverage Container Deposit Laws

Beverage container deposit laws, or bottle bills, are designed to reduce litter and capture bottles, cans, and other containers for recycling. Ten states and Guam have a deposit-refund system for beverage containers. Deposit amounts vary from two cents to 15 cents, depending on the type of beverage and volume of the container.

We are the nation's most respected bipartisan organization providing states support, ideas, connections and a strong voice on Capitol Hill.
