April 24 - 26, 2008, NCSL held the annual Spring Forum: the Capitol Event, in Washington DC. The Forum centered around topics of State Fiscal Conditions, Home Mortgage Foreclosures, Water Resources, Health Workforce Shortages, Low Performing Schools, Transportation Funding, Comprehensive Crime Legislation, Business Incentives, Redistricting, Citizen Engagement, and much more. |
| The international presence at the Forum was openly displayed. For example, the closing reception on Friday, April 25th, was held at the Residence of the Honorable Klaus Scharioth, the German Ambassador to the U.S. The residence is an elegantly structured landmark, which provided the perfect atmosphere for state legislators to continue discussions from the day's meetings while overlooking the city. Additionally, his Excellency John Bruton, the Ambassador from the European Union (EU) to the U.S., spoke Saturday, April 26th. The Ambassador was kind enough to open up the discussion for a question and answer period, where he provided informed responses to questions ranging from the obstacles preventing Georgia's admission to the EU; the use of renewable energy; and the challenges and benefits to the immigration policies of the EU. |
| The Legislative Education and Practice (LEAP) Fellows participated in the Forum as well. They were all very excited about the opportunity to learn from experts, and showed this excitement through their participation.
