This briefing will prepare legislators and staff for consideration of the model legislation during the 2001 session.

Special Briefing: State Higher Education Programs
In early December, the National Center for Public Policy and Higher Education will release the results of its first ever report card on the condition of state higher education. The report card grades states (not individual institutions) on their performance on several dimensions of higher education, specifically student preparation, college participation, affordability, persistence and completion, and the economic and social returns of an educated citizenry on the state. During this briefing, we will examine the results of the report card and discuss the policy implications for states.

Special Briefing: Coping with the High Cost of Energy
In one year, natural gas prices have increased by approximately 35 percent, oil prices have increased from $22.50 to $34 per barrel, gasoline has increased on average 29 cents per gallon, home heating oil stocks are low and the average bill is expected to be $140 more this winter than last. In addition, electricity, generated from more expensive fossil fuels will likely continue to experience price increases. What happened to our decade-long run of cheap energy? What can state legislators do to help ensure that their state has adequate, affordable energy and constituents aren't left shivering in the dark?
Speakers: Representative Michael P. Cahill, Massachusetts, Vice Chair, AFI Human Services Committee

For businesses, customer information is a valuable commodity that helps shape new products and reach potential purchasers.
