State Legislatures: Taking on America’s Issues
You and your legislature will face difficult challenges in 1999. Come to this important
meeting to discuss the issues, talk about the solutions, hear what the experts have to say.

What Are the AFI and ASI?
The Assembly on Federal Issues directs NCSL’s lobbying efforts in Washington, D.C.
The Assembly on State Issues serves as a major forum for the exchange of ideas and
Information among state legislatures.

AFI and ASI committee meetings are open to all legislators and staff. Please join us in
Washington, D.C., even if you are not a member of these groups, and take this
opportunity to participate in the many informative sessions.

NCSL serves the legislators and staffs of the nation’s 50 states, its commonwealths and
territories. It is funded by the states and governed by a 60-member executive committee.
NCSL has three basic objectives: to improve the quality and effectiveness of state
legislatures, to foster interstate communication and cooperation, and to ensure states a
strong, cohesive voice in the federal system.

John Koskinen,
Chair, President’s Council on the Year 2000. Join
John Koskinen on Thursday morning for a
discussion on how the federal government is
preparing for the year 2000, and what impact there
will be on the states.

Charlie Cook
Charlie Cook is editor of The Cook Political Report,
a biweekly newsletter that focuses on electoral
politics, important campaigns around the country,
and the trends facing policymakers and politicians.
He also writes weekly for the National Journal and
is a contributor to The Almanac of American
Politics
. Join Mr. Cook for an informative
discussion about the 1998 elections and the impact
they will have on the states.

TEA-21 – How Does it Work?

The new Surface Transportation Law provides
unprecedented money to the states for
transportation projects. At this informative meeting
congressional staff and transportation experts will
outline the new law and describe what legislatures
need to do to implement it.

Countdown to Year 2000 Issues and Solutions

With only one year to go, government and business
organizations are struggling to make sure their
computer systems recognize the Year 2000 without
a glitch. Join us for this series of special briefings

The registration fee is payable in advance to the National Conference of State
Legislatures or at registration. The deadline for preregistration is November 19, 1998.
On-site registrations are welcome.

Substitutions
Available on prepaid registrations before the November 18, 1998 preregistration
deadline. NCSL is unable to accept any replacements or substitutions of names on
unpaid registrations. Sorry, no on-site substitutions.


Cancellation/Refund Policy
All cancellations must be made in writing and can be faxed to (303) 860-8057.
Cancellations received in the NCSL Denver office postmarked or faxed by December 8,
1998
, will be refunded minus a $50 processing fee. Fees cannot be refunded for
registrations cancelled after the conference begins.

The joint meeting is taking place in a new hotel this year. A block of rooms has

Please call the hotel directly to arrange hotel reservations. Indicate that you are attending
the NCSL conference to receive the room rate of $124 single/double.

Each person is responsible for contacting the hotel and making arrangements for housing.
Reservations must be held by one night’s deposit (a major credit card guarantee is
acceptable.) NCSL cannot be responsible for guarantees. The deadline for making hotel
reservations is November 19, 1998. After that date, room requests will be accepted on a
space-available basis at the conference rates.

Travel Information

NCSL Special Discount Airfare
Make your reservations through NCSL’s official travel headquarters to receive
discounts off United Airlines and US Air regular coach and lowest applicable
round-trip airfares to Washington, D.C. Airline reservations must be made seven
days in advance.

Car Rental
NCSL has arranged special car rental discount rates with Hertz and Alamo for meeting
participants. These rates include unlimited free mileage.
