Friday, April 25, 8 a.m.
The subprime mortgage/foreclosure tsunami is inundating all segments of society including every level of government. Will it lead to a recession? In a global economy, can government regulation prevent such crisis. Congressman Barney Frank, Chairman, U.S. House Committee on Financial Services will address the mortgage crisis, discuss the stimulus package and the role of government regulators in the financial services marketplace.

General Session--Federalism and the Senate Agenda
Thursday, April 24, 4:00 pm - 5:00 pm
Senator Lamar Alexander (R-Tennessee) is Chair of the Republican Senate Conference. As a former governor, Senator Alexander has seen federalism issues from both the state and federal perspectives. His concerns include REAL ID, Internet taxation, the Federal Consent Decrees Fairness Act and flexibility in the No Child Left Behind act.

Transportation will be provided to and from the event. Buses will be staged in front of the Hyatt Regency at 4:30 to take everyone over. The same buses will leave the residence at 6:55 and return to the Hyatt Regency and overflow hotel.

The committee plans to discuss a number of issues Friday including nuclear power, renewable portfolio standards, water resources, state and federal updates as well as the committee business meeting. |
Budget and Revenue Committee |
The committee will address a variety of different fiscal areas Thursday and Friday at Spring Forum. Some of the issues planning to be discussed are the federal budget, state fiscal conditions, the U.S. economic outlook and the issues driving college costs. Communications, Financial Services and Interstate Commerce Committee |
At the Spring Forum, the Committee will address several crucial state-federal policies and explore key state issues. Topics include streamlined sales tax, Surplus Lines Multi-State Compliance Compact (SLIMPACT), accessibility of government information, foreclosure mitigation efforts, communications tax and regulation of credit and debit cards.
There will be two pre-conference seminars at this meeting: the Task Force on Corporate Formation and the Digital Preservation Legislative Advisory Group. The Task Force on Corporate Formation will be meeting on Wednesday, April 23 and Thursday, April 24. The members of the Digital Preservation Legislative Advisory Group will meet for a briefing and tour at the Library of Congress. Education Committee |
The Education Committee is planning to cover quite a few issues at Spring Forum. There will be two sessions focusing on higher education, a pre-conference on adult learning and a session on closing the achievement gap. There will also be a session focused on school dropouts and what some states are doing to help students succeed. Health Committee |
At Spring Forum, the Health Committee will have a sessions on Health Information Technology (HIT), the health care workforce, prisoner health and community transitions and a federal update. For times and descriptions please click here.

Human Services and Welfare Committee |
The Committee will have session on immigration, drop out rates and a federal update. Friday morning will have a session entitled, Negotiating State Flexibility Under new TANF Regulations. Sidonie Squier of the Department of Health and Human Services for Children and Families will speak on the final TANF regulation recently published by the U.S. Department of Health and Human Services which modified the interim rule that forced significant changes to states welfare programs. There will be an overview of the new regulations and insight on how to maintain state flexibility under the new provisions. |
Labor and Economic Development Committee |
The Labor and Economic Development Committee will have sessions on international trade, business incentives, mine safety, unemployment insurance and a federal update. For a full listing of these sessions at Spring Forum please visit their website by clicking on the committee name to the left. |
Law and Criminal Justice |
Committee members will have the opportunity to discuss pending federal immigration legislation with members or staff on the Hill, as well as take part in a program discussing potential impacts of federal proposals on law enforcement and employers in the states. The Committee's agenda will include Department of Justice, SMART Office officials to continue the discussion of the Adam Walsh Child Protection and Safety Act of 2006 and the new sex offender registration and notification requirements on states. We expect to discuss the significant cuts to the Justice Assistance Grants in FY08 omnibus appropriations approved late last year, including impacts and response actions. In addition, the Committee will hear an update on issues before the U.S. Supreme Court in its current term and discuss juvenile justice jurisdiction and records reforms in the states.

Legislative Effectiveness Committee |
The Legislative Effectiveness Committee will have Spring Forum sessions on mentoring, how to run a great town meeting and ways of making the most of an interim period. Friday they will sponsor a luncheon to talk informally about key topics for the Committee. Designated table topics will include the role of lobbyists, trends in legislative training and reestablishing respect across party lines. Attendees choose the table and conversations in which to participate.

Redistricting and Elections Committee |
The Committee will address several redistricting issues at Spring Forum. There will be sessions on voting machines and the 2008 elections, building redistricting databases, news from the census bureau and more. Please click here for times and descriptions. |
Transportation Committee |
At Spring Forum, the Transportation Committee will have a number of sessions. Topics such as traffic safety, REAL ID, transportation finance, congestion costs, rail regulation and more will be focused upon. For the full list of sessions as well as times and descriptions, please click here. |
