By Anne Teigen
Introduction
The National Highway Traffic Safety Administration (NHTSA) reports that in 2005, 7,460 drivers ages 15 to 20 were involved in fatal crashes. This number is a 7 percent decrease from the 7,979 drivers in that age group involved in fatal crashes in 1995. In response to these numbers, teen driving safety is a critical issue for state lawmakers, and legislation related to teen driving has been introduced and passed in many.
