Federal Commercial Motor Vehicle Requirements


May 2002

The 106th Congress enacted the Motor Carrier Safety Improvement Act of 1999 (MCSIA) to create the Federal Motor Carrier Safety Administration, to establish additional requirements to enhance the safety of commercial motor vehicle (CMV) operations on the highways and to ensure that only safe drivers operate CMVs. MCSIA amended several provisions of the United States Code relating to the licensing and sanctioning of CMV drivers holding a commercial driver's license. NCSL is monitoring new state MCSIA legislation in it's Commercial Motor Vehicle Issues Database. The database includes bill numbers, bill summaries, sponsor name, bill status, and link to the full text of the bill, if available. The database also has new state legislation and existing laws on a variety of commercial motor vehicle issues including commercial driver license requirements.
