Alabama

HB 419

Authorizes the Department of Public Safety to upgrade security for driver's licensing including, features to aid law enforcement in determining whether the vehicle belongs to the license holder and bar codes with criminal history. Also authorizes use of vertical licenses for individuals under 18 or 21 years of age.

Died at end of regular session.

Hawaii

SB 645

Relating primarily to underage drinking-this bill requires magnetic strips or bar codes to be placed on all driver's licenses and identification cards to allow for electronic verification of age at the time of alcohol sales.

Passed Senate on March 6, 2001. Carried over from 2001. Died at end of 2002 session on May 2, 2002.

Illinois

Driver's licenses and identification cards issued to people under the age of 21 must include the date when the person turns 21 years of age.

Sent to governor on May 22, 2002. Approved by governor July 16, 2002. (PA 92-0689)

Kentucky

HB 867

Creates a 16-member task force to analyze the cost to implement a process to issue secure and tamper-proof digitized driver's licenses.

Passed House: March 19, 2002. In Senate Transportation Committee: March 25, 2002. Died at end of regular session.

Nebraska

LB 574

Provides for the implementation of a digital system (for signatures and photos) for issuance of motor vehicle operator's licenses and identification cards.

New Jersey

SB 2708

Driver's license and identification card will expire at the end of legal presence in the United States. Director may refuse to grant a license if there is reason to suspect any identification documents are false until they are verified. Requires a digital picture on a driver's license. Allows the use of non-laminated licenses, if they are secure. Allows the storage of motor vehicle information, digital photo and digital signature on a magnetic strip on the license.

Rhode Island

HB 7208

Resolution creating a commission to study the feasibility of encrypting state identification cards and driver's licenses with bar codes.
