Prohibits the use of hand-held phone while driving.  A conviction for a first offense is punishable by fines up to $100.  Conviction for a second offense can be punished by fines up to $200.  Convictions for a third and subsequent offenses are punishable by fines up to $500.  No points may be assessed.
