Effective State Transportation Finance Tools

Budgetary uncertainty, a slow economy and rapidly growing transportation needs have combined to create nightmares for state legislatures trying to fund critical transportation improvements. But new and emerging finance tools are helping state legislatures cope. These presentations examine: what financing mechanisms and alternatives are available; the role of credit ratings; state perspectives and experiences; and what future federal legislation may include.

Design-Build--An Innovation for Better Delivery of Transportation Projects

"Design-Build" is an innovative approach to transportation construction that allows expeditious completion of large projects and less risk for the state, while saving tax payer dollars through potential funding by private sector interests. Legislatures are key players in authorizing the use of design-build for transportation projects. An expert panel will explain design-build, discuss the pros and cons of this streamlined approach and share the experiences of states using this method.

Moderator: Tom Norton, Executive Director, Colorado Department of Transportation, Denver, Colorado

Panelists:

Tom Warne, President, Tom Warne and Associates, South Jordan, Utah: Design-Build A National Perspective

Randy Pierce, Associate Principal, Carter & Burgess, Denver, Colorado: Turning the Plan into Reality (presentation not available at this time).
