2006 911 Bills (Enacted)

In 2006, at least eight states passed laws related to a variety of 911 issues.

California

CA S.B. 1597
Chapter No. 73
Provides that the Department of General Services will hold in trust money in the State Emergency Telephone Number Account, not appropriated for an authorized purpose, for future appropriation for upcoming, planned 911 emergency number system projects that have been approved by the department. 

CA S.B. 1840
Provides for the process of members of the State 911 Advisory Board designating persons in their place.

 


Florida

FL H.B. 1631
Chapter No. 2006-364
 Designates portion of State Road A1A within the village of North Palm Beach as Jack Nicklaus Drive; authorizes and directs the village to change street signs and markers, mailing addresses, and 911 emergency telephone system listings.

 


Idaho

ID H.B. 580
Chapter No. 46
Adds 911 centers and civilian employees of police departments or sheriff's offices to the list of persons that apply to the crime of making a bomb threat; clarifies that if someone calls in a bomb threat to a dispatcher, he or she is guilty of a felony.

ID H.B. 695
Chapter No. 238
Clarifies that 911 fees are not to be used to pay for dispatching, but may be used to pay for salaries of persons charged with management duties pertaining to hardware and software applications of 911 centers. 

 


Illinois

IL S.B. 2030
Increases the maximum surcharge to $2.50 for 911 service that may be imposed per commercial mobile radio service connection or in-service telephone number by unit of local government or emergency telephone system board that provided wireless 911 services and collected a wireless surcharge prior to July 1, 1998. 

 


Michigan

MI S.B. 1172 
Requests a report be made to the legislature and the governor providing recommendations for a stable, equitable long-term funding of the 911 system and for the establishment of standards of training and response time of 911 personnel.

 


Oklahoma 

OK H.B. 2877
Creates the Nine-One-One Voice over Internet Protocol Emergency Services Act.

 


South Dakota

SD S.B. 130
Imposes the 911 monthly telephone surcharge to prepaid telephone calling services. 

 


Tennessee

TN S.B. 3860 
Chapter No. 647
Relates to Emergency Communications Districts; authorizes the emergency communications board to administer the deployment of 911 service using emerging technologies.
