Legislators' awareness of their actions, rights and duties and their knowledge of procedure and rules are critical.  Parliamentary procedure helps state legislatures craft public policy, and decorum places focus on the issues discussed, not on the speaker.  Among the items that encourage decorum are appropriate language and parliamentary terminology and a chamber dress code.
