Introduction
The responsibility for managing community growth and development rests with state and local governments that exercise land use authority. This book examines state sustainability practices, particularly state laws that may prevent encroachment into the buffer zone of undeveloped land surrounding an installation by a community that is experiencing rapid growth. Through state-mandated land use planning, the military can be assured that its practices are not compromised, while the community can continue to seek economic strength through growth and protection of valuable natural resources.
The issues facing the Department of Defense, military installation commanders, and state and local decision makers have expanded beyond encroachment to include broader sustainability concerns. This is particularly important in those states where military installations have been realigned and facilities face significant growth in personnel and operations. How these installations affect local communities—in terms of demand for additional transportation, water and energy infrastructure, housing and schools—may be as important as the land development issues that prompted encroachment concerns.
