Given the U.S. Supreme Court's ruling affirming state
authority over the legalization of physician-assisted suicide,
many state legislators are being called upon during their 1998
legislative sessions to make complex ethical decisions on
end-of-life care. To help them make informed decisions, NCSL and
the Center to
Improve Care of the Dying at The George Washington University
have published this informative guidebook. The report explains
the status of end-of-life care and the legislative options for
improving care in the final stages of life. Specifically, it
outlines state laws affecting assisted suicide, pain management,
advance directives, and the regulating and financing of
end-of-life service providers. Preparation of this report was
