1998 State Legislative Summary on Children, Youth and Family Issues
Public concern for children continues to grow: major domestic problems, child abuse, juvenile delinquency, welfare … all seriously affect the nation's children.. In response, state lawmakers are looking at ways to craft public policy that strengthens families and protects at-risk children, while streamlining state services.
