It Is the Best of Times
Without a doubt, the American economy has never been better.
And the current economic expansion that began in 1991 is still going strong. This has put most states into the healthiest financial position they have held in decades. And the results have been not only healthy fund balances, but creative ways of using the extra money.
The October edition of State Legislatures magazine takes a look at the ways lawmakers and taxpayers are reaping the benefits of this extended period of prosperity.
Also featured is an article on another state windfall -- the tobacco settlement. Here's a glimpse of the ways states are planning to use this historic $246 billion in settlements from the five largest tobacco companies.
