Representative Donna D. Stone, a real estate broker, has served in the Delaware House since 1994. She is a life-long resident of her Kent County district, having departed only long enough to earn a bachelor's degree at Northwestern University in Chicago. She chairs the House Economic Development, Banking and Insurance Committee and is vice-chair of both the Housing and Community Affairs Committee and Judiciary Committee.
Representative Stone has been an active member of NCSL throughout her 14 year legislative career. In 2003 - 2005, she chaired the NCSL Foundation for State Legislatures' Banking Partners Project. She was vice chair of the Financial Services Committee in 2002-2003, and served as chair of that committee in 2003-2004. She has served on NCSL's Executive Committee for four years. Representative Stone is currently serving as the President of the NCSL Foundation for State Legislatures, a position she previously held in 2006-2007.
She has championed housing, healthcare and property tax issues. She considers as one of her biggest accomplishments a measure that allows local governments to claim a larger share of the revenue produced by the real estate transfer tax. As a result, she says, counties and municipalities now have greater control over their own finances and the types of services they offer to their citizens without having to raise property taxes.
Representative Stone has been honored as a recipient of the following awards: 2005 Leadership Award of the Real Estate Advocacy Group for the States; 2005 Delaware Legislator Advocate of the Year Award of the American Heart Association Pennsylvania Delaware Affiliate; 2003 Legislator of the Year Award of the National Republican Legislators Association; and 2002 Distinguished Legislative Service Award of the Delaware State Bar Association.
Representative Stone lives in Dover and has two adult children.
